Strategic Plan

The NUCA Strategic Plan is a dynamic, annually updated roadmap with five key goals and initiatives, developed from member feedback with Board approval.

2025-2026 Strategic Plan

Each of the five core strategic goals and objectives are accompanied by corresponding programs and initiatives necessary to accomplish each goal. These core objectives are also prioritized in our annual budget, including staff resources. Our aim is to create a high-performing, customer-driven association that measurably advances the industry and the bottom line of our members.

Advocacy

NUCA will be recognized as the authoritative voice of the utility construction and excavation industry at the federal and state level.
1. Coordinate federal lobbying with chapters to drive legislative and regulatory success.
2. Increase/strengthen grassroots lobbying.
3. Form and use coalitions to address utility industry concerns.
4. Increase NUCA PAC participation by NUCA members.

Workforce Development

NUCA will attract and develop new entrants to the industry by improving the image of the industry and providing educational opportunities.
1. Develop/promote national certification/apprenticeship program.
2. Share workforce recruitment and development ideas and strategies across chapters.
3. Provide scholarships that reflect and support industry workforce needs.
4. Create career path marketing materials for the utility construction industry.

Safety

NUCA will provide members with safety resources that are relevant, up-to-date, of high quality, easy to use, accessible, and affordable.
1. Modernize NUCA’s safety and training offerings into the digital age.
2. Create awareness about existing NUCA safety and training resources.
3. Expand and increase use of NUCA safety and training resources.

Member and Chapter Engagement

NUCA will maintain a strong collaborative working relationship with its chapters and members to strengthen and grow membership.
1. Create, improve, and maintain positive relationships with chapters and strive to improve our working relationship.
2. Increase member engagement through NUCA National committee participation.
3. Improve chapter symmetry and consistency promoting member services.

Organization and Growth

NUCA will increase organizational strength and efficiency to generate resources and processes to bring added value to the membership.
1. Enhance recruitment & retention strategies to support member growth.
2. Charter two chapters.
3. Continue to improve working relationship between national and chapters.
